New mission assigned to Directorate of Communications

Directorate of Communications has been assigned to the mission of "developing policies regarding strategic communication and crisis management and maintaining coordination between all public institutions and organizations for national and international activities in this context,” in accordance with a Presidential Decree.

In order to fulfil these missions, the "Department of Strategic Communication and Crisis Management" has been established under the Directorate of Communications.

"Presidential Decree Amending the Presidential Decree on the Organization of the Directorate of Communications" has been published today on the Official Gazette.

Accordingly, “developing policies regarding strategic communication and crisis management, and maintaining coordination between all public institutions and organizations for national and international activities in this context” has been included in the missions of the Directorate of Communications.

“Department of Strategic Communication and Crisis Management” established

In order to fulfil this mission, the "Department of Strategic Communication and Crisis Management" has been established under the Directorate of Communications with the Presidential Decree.

The duties of the Department of Strategic Communication and Crisis Management are as follows:

  • To develop strategic communication policies to be implemented for national and international activities, in cooperation with relevant institutions and organizations when necessary, in line with the strategic goals and objectives of the state and the interests of the state and the nation.
  • To carry out strategic communication and crisis management activities in the national and international arena and to cooperate with relevant institutions and organizations in this context.
  • To implement necessary measures in terms of strategic communication and crisis management by analysing the internal and external threats to the Republic of Turkey.
  • To conduct activities against all kinds of manipulation and disinformation efforts by detecting psychological operations, propaganda, and perception management operations against the Republic of Turkey.
  • To conduct strategic communication and crisis management activities in order to achieve the goals and objectives determined by the state during periods of crisis, disaster, state of emergency, and imminent threat of war, mobilization, and war.
  • To ensure coordination between all public institutions and organizations within its field of activity.

"Our citizens’ applications and requests will be responded more promptly"

The new mission of "conducting institutional monitoring and review activities for proper implementation and prompt conclusion of processes and operations concerning the citizens’ applications and requests regarding the activities of public institutions and organizations" has been included in the description of the tasks and duties of the Public Relations Department under the Directorate of Communications.

The article regulating the tasks and duties of the Public Diplomacy Department regarding the foreign press members has been amended to read as “conducts and coordinates the operations related to accreditation procedures of foreign media outlets and their members, takes and implements facilitative measures for the work of foreign press members, and sets up permanent or temporary press centres when necessary.”

The articles regulating the tasks and duties of the Department of Press and Publications were amended as "conducts and coordinates the operations related to accreditation procedures for local media outlets and their members, takes and implements facilitative measures for the work of local press members, and sets up permanent or temporary press centres when necessary" and "organizes events in order to strengthen the national, regional and local press." The new mission of "issuing press cards for members of the Turkish and foreign media outlets" has been included in the tasks and duties of the Department of Press and Publications.

The new clause that reads as "translates publications prepared for the promotion of Turkey into the required languages" has been included in the tasks and duties of the Department of Translation.

The wording that reads as "organizations with the status of public institution" in the article that lists the organizations to be cooperated with regarding the issues in the Directorate’s field of activity has been amended to read as "professional organizations with the status of public institutions, non-governmental organizations, universities as well as other natural and legal persons."

In accordance with the Decree, the Directorate of Revolving Fund has been also created under the Directorate of Communications. Directorate of Revolving Fund will provide such services as the sale of publications, information, and documents on the Directorate of Communications' services, as well as data processing, typesetting, printing, technical counselling, education and training, project, research, etc. to domestic and foreign institutions, organizations and persons.

The Decree also consists of regional offices in the provincial organization of the Directorate of Communications.

'We are working as hard as we can to fulfil the duties assigned to our institution properly’

Director of Communications Prof. Fahrettin Altun made the following remarks on the issue:

“Strategic communication is an issue that our President focuses on sensitively. It is also an inevitable requirement that the breakthrough and struggle put forward by our country in every field under his leadership is reflected in the field of communication. In this direction, the Directorate of Communications, which was established in accordance with the dynamism of the new system when the Presidential Government System was introduced, we are working as hard as we can to fulfil the duties and responsibilities assigned to our institution properly.

We believe that communication is a fundamental activity, not a secondary one. It is of critical importance to manage the opportunities and challenges we face in line with the interests of our nation and from a strategic communication perspective. Within the framework of the new mission that our President has assigned to our Directorate, we will coordinate all public institutions and organizations in the fields of strategic communication and crisis management, and carry out proactive works rather than defensive ones at national and international levels. We will fight effectively against black propaganda, manipulations, and disinformation against our country.

Our goal is to contribute to the ideal of a developed, prosperous, peaceful, great, strong, and fully independent Turkey, for which efforts have been exerted under the leadership of our President, with a strategic communication perspective. We will continue to strive by all means to ensure that the voice of Turkey, which has become a regional power and is struggling to become a global power, is heard all around the world, and our arguments are told in the international community.”
